Postdoctoral researchers — those who have completed their doctoral training and are engaged in further research, typically under the supervision of a principal investigator — conduct experiments, mentor doctoral students, write grant applications, and generate the data upon which published findings rest. Yet for many of these individuals, the reward for this contribution is a succession of one- or two-year contracts, periods of unemployment between funding cycles, and an horizon of professional uncertainty that would be considered untenable in almost any comparable knowledge-intensive profession.
This is not a marginal phenomenon. Estimates from the Higher Education Statistics Agency suggest that the majority of research-only staff at UK universities are employed on fixed-term contracts. The Royal Society has previously noted that fewer than four in every hundred doctoral graduates in science ultimately secure a permanent academic position. The arithmetic is unforgiving, yet the pipeline continues to produce postdoctoral researchers at scale, sustained by institutional need and individual aspiration in roughly equal measure.
The Architecture of Precarity
Understanding why this situation persists requires attention to the funding structures that govern British academic research. The majority of postdoctoral positions are attached directly to project grants awarded by Research Councils such as the Engineering and Physical Sciences Research Council (EPSRC), the Medical Research Council (MRC), or the Biotechnology and Biological Sciences Research Council (BBSRC). When a grant concludes, so too does the employment of the researchers it supported — irrespective of the scientific value of continuing their work.
This project-based model creates what some researchers describe as a 'conveyor belt' dynamic. Postdocs are recruited, trained to a level of specialist competence that takes months to achieve, and then frequently lost to the institution — or to academia entirely — when funding expires. The knowledge embedded in those individuals, the methodological expertise, the institutional memory of failed approaches and productive lines of enquiry, departs with them.
Principal investigators, who bear responsibility for assembling and managing these teams, are themselves not immune to the pressures this creates. Senior academics frequently report spending disproportionate amounts of time on grant writing precisely because maintaining a functioning research group depends upon a perpetual cycle of successful applications. The administrative burden this imposes is substantial, and it diverts attention from the scientific work that grants are ostensibly designed to support.
The Human Dimension
The policy dimensions of this problem are significant, but they are inseparable from their human consequences. Postdoctoral researchers in the United Kingdom are, on average, in their late twenties or early thirties. They are at a life stage at which many of their peers in other professions are purchasing homes, starting families, and accumulating pension contributions. The financial and psychological instability inherent in fixed-term employment makes each of these milestones considerably more difficult to achieve.
Geographic mobility compounds the difficulty. Postdoctoral positions are distributed unevenly across the country, and researchers frequently find themselves obliged to relocate — sometimes internationally — to secure the next contract. Partners with their own careers, children in schools, elderly relatives requiring support: these are the human costs that aggregate data rarely captures but which shape decisions about whether to persist in academic science or seek employment elsewhere.
The wellbeing implications have begun to attract formal attention. Surveys conducted by Vitae, the UK organisation dedicated to researcher development, have consistently found elevated rates of anxiety and burnout among early-career researchers, with employment insecurity identified as a primary contributing factor. The intersection of intellectual pressure, financial uncertainty, and limited institutional support constitutes a working environment that would trigger serious regulatory scrutiny in many other sectors.
Institutional Responses and Their Limits
Universities are not entirely passive in the face of these conditions. A number of institutions have introduced concordat commitments under the Researcher Development Concordat, a framework that obliges signatories to improve employment conditions, career development opportunities, and management practices for research staff. The Concordat, revised in 2019, requires institutions to minimise the use of short-term contracts where doing so is practicable, and to provide postdoctoral researchers with dedicated time for professional development.
Implementation, however, has been uneven. Critics argue that without binding enforcement mechanisms or financial incentives tied to compliance, the Concordat functions more as an aspirational statement than a structural remedy. Institutions operating under significant financial constraints — a category that encompasses a growing number of UK universities following shifts in domestic student numbers and international recruitment — may struggle to convert fixed-term positions into open-ended contracts even where the will exists to do so.
Some research-intensive universities have introduced bridging funds designed to retain postdoctoral staff between grants, preventing the loss of expertise during the inevitable gaps that occur when one project concludes before the next commences. These schemes are valuable where they exist, but they are neither universal nor uniformly generous, and they do not address the underlying architecture of grant-dependent employment.
Consequences for Research Continuity and National Competitiveness
The implications extend beyond individual welfare. Research programmes of genuine scientific ambition typically require sustained effort over periods that exceed the duration of individual project grants. The accumulation of expertise, the iterative refinement of technique, and the development of productive collaborative networks all depend upon a degree of continuity that the current system structurally undermines.
In fields where international competition is intense — genomics, materials science, artificial intelligence, climate modelling — the ability to retain talented researchers matters enormously. The United Kingdom's research reputation, consistently ranked among the highest in the world by measures of citation impact and international collaboration, has been built in part upon the contributions of postdoctoral researchers. Whether that reputation is sustainable under present employment conditions is a question that deserves more rigorous policy attention than it has thus far received.
Comparative evidence is instructive here. Several European countries, including the Netherlands and Germany, have introduced mechanisms to provide greater employment continuity for early-career researchers, including tenure-track systems that create clearer pathways from postdoctoral positions to permanent academic employment. The United States, despite its own well-documented challenges with postdoctoral conditions, has seen increasing advocacy from bodies such as the National Academies for structural reform. The UK risks falling behind not only in research output but in its capacity to attract and retain internationally mobile scientific talent.
Towards a More Sustainable Model
There is no simple remedy for a problem embedded this deeply in funding architecture, institutional culture, and labour market dynamics. However, a number of interventions merit serious consideration. Extending the duration of project grants — a reform that would require Research Council policy changes — would allow postdoctoral researchers to develop greater depth of expertise within a single programme. Introducing fellowship schemes that attach funding to individuals rather than projects would reduce the dependency of career continuity on the grant success of a supervising investigator. Expanding the provision of open-ended research staff positions, funded through a combination of institutional block grants and overhead recovery, would offer a measure of security that project-based employment cannot.
Ultimately, however, reform will require institutions, funders, and policymakers to acknowledge what the data already suggests: that postdoctoral researchers are not a disposable resource to be cycled through laboratories as funding allows, but a community of skilled professionals whose stability is a precondition of the research excellence that British universities rightly regard as a defining institutional value. The invisible workforce deserves to be seen — and to be treated accordingly.
