The Spectacle of Science: How Britain Traded Public Enlightenment for the Press Release
In 1860, Thomas Henry Huxley stood before a packed audience in Oxford and argued, with characteristic precision and force, for the intellectual coherence of evolutionary theory. He was not performing for a communications department. He was not fulfilling a key performance indicator. He was a scientist who believed, with evident conviction, that the public deserved to understand the world as science was beginning to reveal it. That tradition — of the scientist as public intellectual, as a figure capable of genuine dialogue with a non-specialist audience — is now, by most credible assessments, in serious decline.
The question worth examining is not simply whether British scientists still speak to the public, but whether, when they do, they are actually saying anything of substance.
The Metrics of Engagement
Britain's universities have, in recent decades, invested considerably in what is broadly termed 'public engagement'. Research councils require impact statements. The Research Excellence Framework rewards demonstrable public reach. Press offices have grown in size and sophistication, and most major institutions now employ dedicated science communication professionals. On paper, the apparatus of public understanding has never been more developed.
Yet the nature of that engagement merits scrutiny. A university press release announcing that a particular food 'may reduce the risk' of a given condition, syndicated to a dozen national outlets and generating three hundred thousand online impressions, is counted as a success. Whether it advances public comprehension of how epidemiological evidence actually works — whether it leaves a reader better equipped to evaluate the next health claim they encounter — is a question the metrics do not ask.
This distinction, between reach and depth, between visibility and understanding, lies at the heart of what has gone wrong.
The Retreat of the Public Intellectual
The mid-to-late twentieth century produced a remarkable cohort of British scientists willing to engage with public audiences on their own terms. Carl Sagan's influence was felt on this side of the Atlantic, but Britain had its own tradition: Jacob Bronowski's The Ascent of Man, James Lovelock's Gaia hypothesis entering mainstream environmental discourse, Richard Dawkins reshaping how millions of people thought about natural selection and the gene. Whatever one's view of their conclusions, these figures engaged with genuine intellectual ambition. They assumed their audiences were capable of following an argument.
That assumption appears to have weakened. The dominant mode of science communication in contemporary Britain is the soundbite — the arresting statistic, the digestible analogy, the thirty-second clip calibrated for social media. Complexity is treated as a barrier to engagement rather than as the very thing engagement ought to address. Scientists are coached, increasingly, in how to simplify rather than how to illuminate.
The irony is that audiences have not necessarily become less capable. The success of long-form science journalism, the enduring popularity of the Royal Institution's more substantive lectures, and the appetite for detailed scientific discussion in certain podcast formats all suggest a public that, when offered genuine intellectual content, will engage with it seriously.
Institutional Incentives and Their Distortions
Universities bear considerable responsibility for this shift. The pressure to generate positive coverage — to be seen as relevant, innovative, and publicly minded — has produced a communications culture that prioritises institutional reputation over educational value. Scientists are encouraged to publicise results before peer review is complete, to overstate the translational significance of basic research, and to reduce nuanced findings to headline-ready conclusions.
The consequences for public trust are not trivial. When a study is breathlessly reported one week and quietly contradicted the next, the damage is not merely to the individual institution. It erodes the credibility of science as a method of knowing. Surveys conducted by bodies including Wellcome and the British Science Association have consistently shown that public trust in scientific institutions, while still comparatively high in the UK, is sensitive to perceptions of hype and institutional self-interest.
There is also a structural problem within academia itself. The scientists best placed to communicate with broad audiences — those with the breadth of knowledge, the rhetorical confidence, and the intellectual generosity to engage across disciplinary lines — are rarely the ones with the greatest incentive to do so. Early-career researchers, who might otherwise cultivate public voices, are advised by mentors that time spent on communication is time not spent on publications. The reward structures of British academia do not, despite the rhetoric of impact, meaningfully value the kind of sustained public intellectual work that once distinguished figures like Huxley or Bronowski.
The Question of Trust
The political turbulence of the past decade has made the stakes considerably higher. The COVID-19 pandemic demonstrated both the best and worst tendencies in British science communication. At moments, it produced clarity and genuine public education — the careful explanation of vaccine mechanisms, the transparent discussion of modelling uncertainties. At other moments, it revealed how quickly institutional communication could become defensive, how readily the language of science could be deployed to foreclose rather than invite deliberation.
Public trust in science is not, it turns out, an automatic consequence of public exposure to science. It is built through the perception of honesty, through the acknowledgement of uncertainty, and through the sense that scientists regard the public as partners in understanding rather than as audiences to be managed. That perception is harder to sustain when engagement is primarily mediated by press offices and governed by reputational calculus.
Recovering the Tradition
None of this is irreversible. Several institutions have begun to reconsider their approaches to public engagement, moving away from purely output-driven models towards longer-term relationships with communities, schools, and civic organisations. Initiatives that embed scientists within public discourse — through residencies, extended collaborations with journalists, or genuine participation in policy deliberation — offer more promising models than the press release cycle.
There is also a case for reform within academic incentive structures. If research councils and university promotion committees were to reward sustained public intellectual work with the same seriousness they afford high-impact publications, the calculus facing early-career researchers would change. The talent exists. The appetite, in the public, demonstrably exists. What is missing is the institutional will to value the connection between them.
Huxley did not need a communications strategy. He needed a conviction that ideas mattered, and an audience willing to take them seriously. Britain has not lost either of those things. It has, for the moment, allowed the machinery of institutional science to obscure them.
