Unbound and Unremembered: The Systematic Erasure of Britain's Print Scientific Heritage

In a storage annexe somewhere in the north of England, a trolley stacked with bound volumes of nineteenth-century botanical correspondence sits awaiting a decision that has already, in effect, been made. The shelves are needed. The budget is not there. The volumes will go. It is a scene repeated, with minor variations, in university libraries from Aberdeen to Exeter — and it is happening largely without public notice.

The deaccessioning of print scientific materials from UK university libraries has accelerated sharply over the past decade, driven by a confluence of forces that individually appear rational but collectively constitute something closer to institutional amnesia. Space is expensive. Digital subscriptions are consuming an ever-larger share of acquisitions budgets. And the prevailing assumption — rarely examined with rigour — is that if something exists online, the physical original is redundant.

It is an assumption that librarians, archivists, and researchers are increasingly unwilling to accept without challenge.

What Is Actually Being Lost

The materials being removed from collections are not always obvious candidates for preservation. Alongside the more visibly prestigious — illuminated herbaria, correspondence between Victorian naturalists, annotated offprints bearing the marginal notes of their original readers — there are subtler losses. Run files of specialist print journals, many of which were never digitised in full. Conference proceedings from the 1960s and 1970s, containing data that informed subsequent research but were never formally incorporated into indexed databases. Laboratory notebooks donated by retired academics, whose methodological detail cannot be reconstructed from the published papers they underpinned.

The significance of these materials is not always apparent until someone needs them. Researchers working on questions of reproducibility — an increasingly urgent concern across the sciences — have begun to recognise that the physical record sometimes contains what the digital record omits: correction slips, errata, editorial correspondence, and the kind of contextual annotation that reveals how a finding was actually produced rather than how it was subsequently reported.

Dr Margaret Forsyth, a historian of science at a research-intensive Scottish university who asked that her institution not be named, describes the problem with some precision. 'When a paper is digitised, you typically get the text and the images, if the scan is of sufficient quality. What you do not get is the tissue of surrounding material — the review correspondence filed alongside the bound volume, the librarian's acquisition notes, the pencilled commentary from a reader in 1923. That tissue is often where the real scientific history lives.'

The Economics of Disposal

Universities are not disposing of these collections carelessly or, in most cases, without reluctance. The pressures are structural and largely beyond the control of individual library services. The shift to digital-first acquisition has been driven by user demand as much as institutional policy; researchers want remote access, and electronic licences deliver it. The physical footprint of a library is, meanwhile, an asset that estates departments view with growing impatience. Reading rooms are being converted to collaborative study spaces. Stack areas are being repurposed. The logic is not malicious — it is the logic of an institution managing finite resources under sustained financial pressure.

The consequences, however, are not evenly distributed. The largest and most well-resourced libraries — those at Oxford, Cambridge, and a handful of other institutions — retain both the space and the expertise to make considered decisions about what to retain. Elsewhere, the calculus is starker. A post-1992 university with a constrained estate and a library budget that has declined in real terms over fifteen years is not in a position to sustain the stewardship function that its collections nominally require.

The British Library and the national libraries of Scotland and Wales provide a degree of safety net, as does the legal deposit system for certain categories of publication. But legal deposit does not cover donated manuscripts, unpublished laboratory records, or the grey literature of science — and the national institutions have their own pressures and priorities.

The Reproducibility Dimension

The conversation about deaccessioning has acquired new urgency in the context of the broader debate about scientific reproducibility. The recognition, across multiple disciplines, that a significant proportion of published findings cannot be reliably replicated has prompted renewed attention to the conditions under which original research was conducted. Physical archives — where they survive — can sometimes illuminate those conditions in ways that no digital surrogate can.

Professor Alastair Drummond, a philosopher of science at a Russell Group institution, argues that the archival question and the reproducibility question are more closely connected than is generally acknowledged. 'We talk about reproducibility as though it were purely a matter of current laboratory practice,' he observes. 'But many of the foundational studies on which contemporary science rests were conducted in the 1950s, 1960s, and 1970s, under conditions that are not always fully described in the published record. The physical archive is sometimes the only route back to understanding what was actually done.'

The disposal of materials relevant to this period is therefore not merely a question of historical sentiment. It has practical implications for the integrity of the scientific literature.

Resistance and Rearguard Actions

Not everyone is acquiescing quietly. A loose network of librarians, archivists, and researchers has been working, often without institutional support, to identify collections at risk and broker arrangements for their transfer to repositories better placed to preserve them. The Wellcome Collection has absorbed some materials. Regional archive services have taken others. Learned societies have, in a number of cases, intervened to rescue the records of their own disciplines.

These efforts are valuable but unsystematic. There is no national framework for assessing the scientific significance of library collections before disposal decisions are taken, no equivalent for scientific print heritage of the export licensing regime that governs the movement of fine art out of the country. Materials disappear into skips, into the hands of dealers, or into storage conditions that guarantee their eventual deterioration, without any formal mechanism for recording what has been lost.

Some advocates are pressing for exactly such a framework — a requirement that institutions consult with a designated advisory body before deaccessioning materials above a certain age or of a certain type. The proposal has support within the library profession but has yet to attract serious attention from the Department for Science, Innovation and Technology or from the research councils.

A Question of Institutional Memory

The deeper issue, perhaps, is one of institutional self-understanding. Universities are not merely teaching and research enterprises; they are, or have historically understood themselves to be, custodians of accumulated knowledge. That custodial function is expensive and unglamorous, and it yields no measurable return in the metrics by which institutions are currently assessed. It does not improve a Research Excellence Framework submission. It does not appear in a league table.

What it does is ensure that future generations of researchers — working on questions we cannot yet formulate, using methods we have not yet developed — have access to the raw material of scientific history. The loss of that material is, by definition, irreversible. Once a volume is pulped, a manuscript discarded, a run of journals broken up and dispersed, the knowledge it contained is not merely inaccessible. It is gone.

Britain has, over several centuries, accumulated one of the world's great scientific records. The question now is whether its institutions retain the will, and the means, to keep it.
